I passed out my graduation in 2018 but due to backlogs, I completed it in 2019 March. Am I eligible for RRB NTPC posts?

As per the notification, you should have passed your degree before 1.3.2019, so you cannot apply on basis of graduation, but you can apply with intermediate or +2 as minimum qualification.
