I plan to do my phd in one if the TU9 univs. in germany after doing my Mtech in iit kgpmech).Whts the procedure to apply and exams required?

I have completed my BE from my state college in Goa.Presently im doing my mtech in Mechanical systems design from iitkgp(CGPA 9.0).Plan in doing phd on Multibody dynamics. Should I apply in US or Grmny?OR should I go for campus placements since I dont hav any exp.(MNC's like Airbus GE GM Tatas)
