I qualified IMU-CET 2017 with a rank of 3828 in general category. What options do I have now? Shall I pay the online counseling fees?

I am really confused about what to do. I want to do marine engineering from a reputed college which is having good placements. Will I get one with this rank? Also, the counseling fee is 10000 INR, should I pay it?
