I am working in CIPET from 16 years. recently I am doing my M.Sc. from Alagappa university .my !st year practicals are pending which would be completed in aug.2013. I want to enroll in Ph.D. kindly guide me what is the procedure to do it with distance learning or any other process.

For PhD you need to appear for the concerned University's Entrance Test and Interview. If you are UGC NET qualified, then entrance test is exempted and only interview needs to be given.
