can I change my engineering college after 1ST YEAR ? Can I trnsfer from shivaji university to mumbai university baased on merit in after 1st year ?

No, I think it would not be feasible unless you change and start again with the 1st year in the other college or unless the two colleges have a rapport between them to allow such changes.
