I scored 21 marks in JEE Mains and belong to OBC category, am I eligible or not for studying into NITs or IIITs?

21 marks are not enough for getting into NIT, IIT and like institutions. You need to score at least 140-150 in your category.

As I know 21 marks make your rank very high which is not sufficient for admission in NIT or IIT. So, try to get a better rank in next JEE Main so that you can achieve what you want. -
You are eligible if you have scored more than 75% in board exam of 12th. But based on above score it is not possible, but you can take drop improve your result and then get admission in IITs and NITs.
