I scored 63 in JEE Mains & 45% in state board exam. So, is there any chance to get a good engineering college on the basis of JEE Mains?

It depends on your category. If you are from general category then sorry you are not qualified, however, if you belong to the other category then you are qualified. https://www.shiksha.com/b-tech/exams/jee-mains/cutoff

Yes, you may get a private college on basis of JEE Mains, but you have to appear for the entrance exam conducted by the private university. You have to qualify for any one entrance exam.
