I scored over all 6.5 bands in IELTS and 5.5 in writing. Am I eligible for the student visa in Canada as per the new rules?

It depends on what you are opting for
if you are opting for Bachelors degree then minimum overall band requirement is 6 but also note that there has been change in IELTS exam pattern now you have to score minimum 6 bands in all sections.
However, if you are opting for Master's, the overall minimum band requirement is 7 with minimum 6 bands in all sections
I would rather advice you to take your exam again.
