I still have a year to complete dual masters degrees. Can I also apply for IAS preliminary exams?

Nope. You are only eligible once you are graduate, otherwise its just wastage of a precious chance. Meanwhile you can start your preparations for it.

So i can apply for it next year right?
Next year by the end of May, i would have completed my exams. And results would have been out before August.
Or i would have to wait for another year?
