I've scored 54 in PTE & have completed basic education in 4-years due to some health problems. Will I have any problems while applying to universities?

It depends on the nature of your problems, overall profile, academic grades etc. You must show them the interest and that you have the ability and potential to pursue your desired programme. Nobody will stop you from studying but also certain criteria must be MET. Don't worry, check the requirements, follow the admission timetables, take the study abroad tests and keep applying. Attend education fairs also.
