I've completed M.Tech in structural engineering which belongs to civil engineering department. Can I apply for NET exam?

Yes, you are eligible for the NET exam because this exam needs a Bachelor's degree (any stream).

You could go for any subject such as resource management, environmental science and as civil engineer falls under structural and construction engineering. Also, I don't have detailed information, you can consult about your subject from any engineer or someone who has a specialization in this field.
