i've completed my b tech degree in civil engg. it took me 7yrs due to 3yrs detention in 3rd year. is there any future for me in govt. services?

Age is one of the big factors for starting jobs in Govt sector. If you are on the right side of this age bracket then probably you can compete, write exams and get into a Govt Job. I suggest you read the weekly Employment Newspaper regularly.

Govt services / jobs selections are on the basis of Exams, GD and Intervies. If you do well in this selection process then surely there is scope.
