The best government college for 3-year LLB are:
Banaras Hindu University (Varanasi)
Allahabad University (Allahabad)
Lucknow University (Lucknow)
Lndraprastha Law College
These are best law college.

Go for law colleges like in Chandigarh University, Army school of law, Noida law school, then all national schools of law Delhi and at other places. But, for nationals you must clear the entrances first like CLAT.
