I've done my 1st year in university other than Madras University. Can I get direct admission in 2nd year in University of Madras for B.Com?

Yes, you can get admission in 2nd year. All you have to do is submit the TC and letter from your previous university, and then you can directly join the same course in 2nd year in university of Madras.
