Yes, there is an option of lateral admission, but also depends on the marks scored etc. -

It is very nice to hear from you that you are interested in doing your graduation in engineering in civil branch after completion of the diploma. Yes, this government college in Mumbai is quite good. But, whether you will get admission here or not will ultimately depend on your merit amongst those seeking lateral admission.
