I've got 12000 rank in IPU outside Delhi. Can I get CS IT or ECE in any of the top 5 colleges of IP in spot round?

You can get the branch you want for sure. Getting one of top 5 colleges depends on the seat availability. Check the availability of seat on website of IPU.
