I've got 204 marks in JEE Mains paper-2 in 2018 with an AIR of 14609 and an OBC NCL rank of 4127. Can I get a seat in any NIT?

Yes, definitely, you are eligible to get NIT on the basis of OBC NCL ranking because with CRL ranking, it may not be possible to get an NIT. You should try for MANIT Bhopal, NIT Warangal, NIT Calicut, etc.
Also, you have a chance to opt for IITs also. Find the best one and go for counselling.
