I've got 82.8% in secondary, 70.80% in higher secondary, 69% in B.Tech civil engineering, am I eligible for pursuing Masters in Europe?

Yes, you are eligible for Masters in civil engineering. As you have good percentage, you will seek admission easily in Europe.
