I've heard that doing Masters in Germany is not free as it is for the undergraduate programs. Is it true?

if you have 85% marks and required IELTS marks you can get free education.

No even for the graduate programs the education is free. Only thing is you should have a good profile to get into those universities. There is also paid course in Germany.
