I've missed the entrance exam for bdes in communication design so now admission available on the basis of merit if entrance exam not given?

Depends upon the college/university acceptance policy. For design institues like NIFT, NID there's no way you can get into without appearing for entrance exams.
However there are some college that might accept direct admissions basis 12th marks:

Amity University:
Known for offering various design programs, including B.Des and M.Des, and may consider 12th marks for admission.
Srishti Manipal Institute of Art, Design and Technology:
Offers a variety of design programs and may have merit-based admission options.
World University of Design:
Another institution offering design programs that might consider Class 12 scores for admission.
MIT Institut
