Hi,
You may apply to IGNOU as it offers PhD in mathematics. Admission happens through entrance examination and you will be attached to a specific regional centre.
You may also check with respective state open universities. Please refer following article for guideline, procedure for PhD in India

There are many open university which having diffrent criteria for taking admissions.some conducted entrance exame and some on basis of post greduation marks you have go through brouchers and take decision.
