You convince your parents about the course and it's necessary requirements. If you will find any better institute/college in Haridwar then you can join there otherwise you should move to the other city. Best college definitely does matter but your commitment and hard work is necessary.

Not necessary. Good people emerge from all places. A good college only allows you to be able to interact with good faculty and talented students.
