Web Design needs 300+ hours for learning the skills and lot of time to practise and master it. You must learn Web Graphics with tools like Illustrator, Photoshop, Web Publishing with HTML, Web Animation with Flash and AS3, Audio-Video steaming and editing, HTML Editor like Dreamweaver,
