I want a good engineering college with low fees. My cutoff is 148 and category is BC.

When I was looking for a college, affordability was my first priority because I come from a middle-class family, and my father is the only earning member. When I read about Chandigarh University (CU), its fees, and financial aid, I was fully satisfied.

148 is a decent cut off . Since you're asking for engineering colleges your cut off marks should be Maths+ Physics+ Chemistry. If you want to get a good engineering college with low fees then you should apply for TNEA Counselling. I think you'll get 3rd round counselling. During your choice filling
