First of all, let me correct you it's IIT (ISM) Dhanbad. Now, coming to your query, there is only one way to take admission here in all B.Tech courses through JEE Advanced counselling. And for participating in JEE Advanced counselling, one has to appear in JEE Mains followed by JEE Advanced exam.
    Thank you.

You can get admission through lateral colleges if you have scored good in Diploma engineering.

You can get into the BTech courses offered by IIT (ISM) Dhanbad through JEE Mains. However, JEE Mains isn't enough. One must clear JEE Advanced to get into any of the IITs. The same applies to the IIT Dhanbad admissions as well. To summarise:

IIT Dhanbad BTech Admission = Clearing JEE Mains + JEE Advanced + Participating in JoSAA counselling for seat allotment.
