Give the UPSC exam with is stated to be held in June 2011 (the prelims). Then notification for this is about to come in the papers. You can apply online also. If you clear the prelims you will have to write the Main exam which is held generally in Oct - nov. If you clear that then there is Interview

first you should apply for civils with min. qualification Graduation
