You can go for the course of UPES, which is BA in public policy and administration. This university, along with this graduation degree provides classes for IAS preparation. You can check their website for further details.

The subject you choose in graduation has nothing to do with UPSC. You must have a graduation degree from a recognized institute, this is all what is needed. After graduation or in the last year of your graduation you must start preparation for UPSC.
You can choose any subject in your graduation in which you have interest because if you study according to your interest then only you will be a successful graduate and sometimes the UPSC interviewer can ask questions from your graduation also.
So go as per your interest. All the best.
