Well, I will suggest you to sit and ask yourself which one will be easy for. Check the syllabus of B.Tech and BA LL.B as both are totally in opposite directions. In B.Tech, you will learn the concepts of the related domain of engineering. In BA LL.B, arts and law.
An IPS officer has to be very smart and strong. I would say do it from top universities so that you can learn as much as you can. For law, National Law School of India University, Bangalore,
    National Law University, New Delhi,
    National Law University, Jodhpur,
Faculty of Law, University of Delhi,
Lovely Professional University, etc. are recommended.
    For B.Tech, Amity Universit

If you want to be an IPS officer, then I think you can go for any of the courses but your own side study matters a lot. You have to be very much focussed on your side-study.

It will be totally depends on your area of interest but as per my point of view, B.A. / LL.B. Will be better choice for the administrative exam.

I would suggest, you should pursue BA LLB. If you want to prepare for civil services, BA alone would also be very helpful.
