I want to change my college after 1st yeat Diploma. But my present college is avoiding me to give NOC. What should I do?

It is impossible to change the college, if your present college does not provide NOC. If you need NOC from college, then please provide them a good reason, so that they can give you NOC. Without NOC, you can't get admission in any other college.
