I want to complete my Degree in chemical engineering (BE) after Diploma, correspondence /distance course. How can I do it in least expenses?

I completed my Diploma in chemical engineering from Bharuch. Now, I want to do BE in chemical engineering, distance course in the least possible expenses. I missed D2D forms right after exam.
