I want to discontinue MSc course and do MBA upon BSc the college is giving me discontinued TC instead of my previous college TC is it valid

    An official TC with a mention of "Discontinued" on it provided by your college on account of you leaving the course after admission will hold good for all purpose. However, for a new admission to a different course, you should satisfy the minimum educational requirements. But for all the document verification process and admission requirements this TC will be valid as a proof of you dropping out. Anyways you can contact the college you wish to join and confirm the same once because there can be exceptions with some colleges.
