I want to do B.Tech in civil engg. in Australia or Paris. I am in 3rd year of Diploma in civil engg. Can I study abroad after Diploma?

I must congratulate you for deciding your aim already. Good. But what I know is not very favorable. Normally speaking students go abroad after finishing 10+2 or 10+2+4 (3). I suggest you approach an agency dealing with sending students abroad for undergraduate courses to know different nuances.
