I want to do M.Tech in IT. Can you suggest me a correspondence, part time or distance education course which is valid to get a govt. job?

No, engineering course is recognized through distance education. C-Level of NIELIT is the right option for completing a qualification equivalent to M Tech. It is recognized. http://beta.nielit.gov.in/sites/default/files/center1_0.jpg Go with the link. Regards.
