You are eligible to take admission in M.A. Political Science because you need aggregate 50% marks in B.A.

Can I do Ph.D. if in M.A. I have 51% and in B.A. I have 49%?

Some colleges conduct entrance examination while others give admission on the basis of merit. So first you should choose the college.
