I want to do MBA in US, starting august 2014.When should I take the GMAT,IELTS and apply for August intake? I am an engineering student(4th)

Please inform me about the suitable time to appear for GMAT,IELTS and the time to apply for the universities for August 2014 intake. Given the fact that I would be a fresher which Uinversities would be a good choice to apply to? What would be the probable fees and other requirements if any?
