i want to do ME (CONSTRUCTION TECHNIQUES)in civil engineering through distance. is it possible? if yes then which university to contact.

if not construction techniques i am willing to do in any other field in civil engineering. but only through distance. not even part time as i am working in sikkim and i cannot leave my job. if its not possible in sikkim then west Bengal is my second option.
