I want to do MS after civil engineering in Canada or US...so...which country is better as per financial aspect???

No country abroad gives u any guarantee for the job. If you are keen to do that, first check the skill shortage list for both the countries and then start your application. While USA costs around 50k to 70 k $ for MS, the salary will also be good if u get a job.
