Hi Jakkappa N Badalli,
Although there are not many institutes to name which would offer Ph.D in Public Administration but as per the search there are a few well known Universities offering similar programs like:
IGNOU,
Panjab University,
Banasthali Vidyapeeth, and
Maulana Azad Urdu University. T
