I want to drop out engg. & enquired about its rules before but now my college is demanding a lot of money & delaying it. What should I do?

I've recently finished the 1st-year of BE from VTU-college and my results aren't out yet. Though the toughest part was telling my parents, I can't continue but I did it & they've given me one chance. But as I approached my Institute for the drop out formalities, they're being rude and scary.
