I want to join a masters program in a foreign country. i am not sure i get admission in the college applied , so i have to apply in more than one colleges so now i have a problem in letter of recommendations. what to do now?

Hi Aswin! You can very much join a foreign University and apply for several Universities at the same time. Just get 3 LoRs from your professors and scan them and send across to Universities. Let me know in case you need any further assistance here.
