i want to join civil service, preferably IAS. But someone advised me to do B.tech instead of just graduating. will HNB GU be good?

i am 12th Sc student and want to become IAS officer. According to others, i should do B.Tech so i may have an option in future. Will HNB Garhwal University prove to be good?
