Hi Virender,
The minimum education qualification required is a graduate degree from a well recognized University and as for the syllabus is concerned, this would vary from one phase to the other as the pattern of the UPSC exams takes place in two phases- Prelim and Main Exam.

UPSC conduct this examination every year you can read newspaper announcement between Dec 1 to Dec 5 normally advertisement is posted during Jan
Now, UPSC is planning to have aptitude test instead of General Studies and optional paper
Chanakya IAS or CSR are good magaz
