I want to know abt assistantships and Internships while pursuing MS in US?

I want to pursue MS in US.I want some details abt assistantships and Internships :. 1) When one needs to apply for them? 2) Are they available to all? 3) Do one has to pay the fees for all the semesters itself in advance while admission to universities?
