If you are minimum a graduate and in the age bracket of 21 to 30 years then you can target UPSC 2012 exam as the 1st attempt ( 4 attempts are allowed). For this the notification would come in Feb-March 2012 and the exam is generally held in May or June. You can apply online also. I suggest you join
