I want to know if whether i have to pay the fee's of the remainin years if i wish to change my collge in the second year as per collge rules

Im in my 1st yr BPth. i wish to change my college in the second year, i wana know is it compulsory to pay the fee's of the remaiming year at the time of cancellation of admission.
