I want to know that if I have not applied earlier so can I apply directly in second round of counseling for B.Tech?

The timing of counseling differs for both the courses.

If you are expecting law marks in any competitive exam then I would suggest you to participate in both the counselling. Although there are more chances in State wise counselling than All India counselling. But do not take risk in skipping the all India Counselling. You might still have chance in bot
