I want to know which college should I take in terms of ROI, VIT Vellore CSE at 190000 per semester or LPU CSE is at 120000 per semester.

Its clearly obvious which amount is more. And it completely depends on your choice where you want to invest your future. But before that let me tell you few things about LPU. Talking about the CSE programme and fee, I have no idea about the VIT Vellore but being alumni of LPU I can say that LPU is the best for the CSE in terms of placements and quality education. PEP Classes-These classes help students for placements so that they can get selected in the pre-final year because the companies will start visiting for the recruitment of students from a pre-final year.
