I want to learn flying lightweight twin engine aircraft as a hobby.what is the eligibility criteria and whom do I contact?

I am aged 38y/F ,156cm in height,59kg by weight,with a presidents' guide certificate at school.I was told that there is concession for payment of flying courses.
