I want to prepare for btech in computer science and engineering from a best college in 4-5 lakh,but I've only 10+2 qualification.what i do?

When you mention best college, there comes only one name in my mind and that's of Lovely Professional University. One of my friend pursued CSE from LPU and she told that LPU provides the latest curriculum which is accepted at industry level, industrial exposures and the best placement depending upon the caliber of the student. 10+2 with 61%, not written JEE Mains. No problem, you still have an option of writing LPU NEST and avail the highest scholarships at LPU. Even the LPU's lower range scholarships will be good for your budget. Your 10th score if good can also be considered for scholarships.
