If you ask me, I give option for IGNOU, though you can do much with ICFAI.Certain Central Universities have deeply-rooted and IGNOU is one of them. Much depends on accessibility and your personal situation also.

Dear Janice. Prior to choosing a distance education university, please visit the authorized learning center to understand the quality of service provided by them. The first thing you need to check about a DE University is whether they are recognized by UGC and DEC (Currently DEB), weekend classes, quality of material, access to online resources etc. Best person to give a feedback about a Learning center is their existing student. In terms of reputation, IGNOU stand ahead since they are the pioneers in distance education. However, do consider more DE universities and visit the center before deciding. All the best!
